The Chinese authorities have released a second edition of the rules. This PDF document corrects errata from the previous document, and also changes the scoring for the following:
Concealed Kong + Melded Kong = 6 points
Two Concealed Kongs = 8 points
In fact, the scoring of hands which contain a mix of Kongs and Pongs has long been a source of controversy. This chart makes it simple. You might want to print a copy and keep it handy.

Most of the scoring rules are simple enough, but there are certain limits on combining sets in your hand to make the best possible score. For a clear (and authoritative) explanation, read FAQ 22 on Tom Sloper's terrific all-about-mahjong website.
The "O.I.R." was the previous official English-language rulebook. It is still a useful document in some ways. You can get the PDF here. approx. 2.0MB PDF

Both of these first-version documents, in addition to the recent change regarding Concealed Kongs, contain the following errata.
